The three early developers of Shepherd Park built to order or sold building lots. They envisioned large Colonial and Tudor houses of red brick, stone, or stucco, surrounded by mature shade trees and azalea bushes on sweeping lawns, which is still true today. Most homes are single-family detached or semi-detached with large fenced-in backyards. Nature means much to Shepherd Park. It is an urban neighborhood with the look of an established suburb. Streets in the neighborhood were given their tree and floral names by the early developers. The trees planted during the development's inception are indeed shade trees for the neighborhood. Amenities have also been important to the residents of Shepherd Park, and the neighborhood has a variety. The community has a coalition, the Gateway Georgia Avenue Revitalization Cord, that is working to improve the Georgia Avenue commercial corridor in Shepherd Park. Two Metro stations are within walking distance of the neighborhood, Silver Spring and Takoma Park. A public library is on Georgia Avenue. Shepherd Elementary, built in 1932, is located on 14th Street. The Walter Reed Army Medical Center (which is scheduled to be closed by the Department of Defense) and the National Museum of Health and Medicine are situated in the southern section of Shepherd Park. Also located in the neighborhood is the northwest campus of Gallaudet University. To the west is Rock Creek Park. Shepherd Park was originally part of the area known as Brightwood (see history of Brightwood). The neighborhood is named after Alexander Robey Shepherd, a Washingtonian by birth, whose fortune was made in construction. From 1871 until 1874, he was the city's Director of the Board of Public Works, territorial governor from 1873-74, and became so powerful he was referred to as The Boss. He and his wife owned a mansion at Connecticut and K Street, but in 1868 he purchased 300 acres at the northern reaches of the city and built a summer house. The house was located at 14th and Geranium Streets and called Bleak House after the Dickens' novel. In 1909 Congress appropriated $300,000 for the Army to purchase land in the area and build the Walter Reed Medical Center. In 1911 an investment company bought a large part of Shepherd's estate, and in 1916 razed the building to make room for the Shepherd Park neighborhood. The builders placed covenants in deeds to restrict the sale to African-Americans and Jews. In the 1940s East European Jews who were leaving Southwest and downtown Washington began to move in despite the covenants, soon followed by middle-class black families. Neighbors Inc. was established in 1958 by Shepherd Park homeowners to support and foster integrated neighborhoods.
